New Rules for Transporting Animals

New EU regulations for transporting live vertebrate animals will come into force from 5 January 2007. They are intended to improve the welfare of animals during transport. If you transport live animals you should make sure you know about the new rules and procedures, and how they will affect you.

In particular, if you transport animals over 65km (40 miles) you will need a transport authorisation. There are two types; one for short journeys over 65km and up to 8 hours; and one for long journeys of over 8 hours. A long journey authorisation is also valid for short journeys, so you only need to apply for one of them.

Authorisations can be obtained from the State Veterinary Service (SVS) and are valid for 5 years. For details of how to apply for a Transport Authorisation, and for further information visit the Defra website or contact the helpline Tel No. 0845 6038395.

In addition, for long journeys (over 8 hours) you must have your vehicle inspected and approved, and you should ensure that you have contingency plans in case of an emergency.

It is likely that there will be a delay in processing applications, so after you have submitted your application you should carry a copy with you until you receive your Authorisation from SVS.

If you move your own animals in your own vehicle less than 50km (30 miles) from your holding you will be exempt, as will journeys “not in connection with an economic activity” – this could include to and from your veterinary practice. However you should still follow animal transport good practice.

From 5 January 2008 further regulations will come into effect. In particular, you will need a certificate of competence. This will require training and assessment.
